Wolfie, Bethesda has already realized that the only thing they would do by giving characters a voice is to set themselves up for COMPLAINTS about WHICH VOICE! People aren't like to be NEARLY as fussy about what the NPC's look and sound like. BUT they do care about THEIR CHARACTERS. And, it would be almost impossible to please everyone!
